2008年中国职业教育改革与发展高峰论坛致辞
尊敬的赵沁平副部长，
各位来宾，女士们、先生们：
下午好！
盛夏时节，中国职业教育改革与发展高峰论坛迎来了国内外众多的职教专家、学者和企业家，大家汇聚津门，共同就中国职业教育改革与发展问题，展开交流和研讨。我相信，这次高水平的国际研讨会，必将对中国职业教育发展起到重要的推动作用。在此，我代表天津市政府，向出席这次论坛的各位来宾表示热烈的欢迎，向多年来关心支持天津教育发展的各位领导和专家表示衷心的感谢！
天津是中国近代教育的发祥地之一，有着丰厚的文化底蕴，海河、海洋孕育和发展了开放包容多元的天津文化。早在19世纪60年代，伴随着洋务运动的兴起，天津就开设了实习工场传习工艺技术，随后一批更具专业特点的新式学堂，如电报学堂、铁路学堂等等也应运而生。改革开放以来，随着经济建设的快速发展，天津职业教育也进入一个新的发展阶段。近年来，我们抢抓历史机遇，优化配置职教资源，积极探索“工学结合”人才培养模式，使我市职业教育水平迈上一个新台阶。特别是自2005年与教育部共建国家职业教育改革试验区之后，各项改革创新力度进一步加大，成效十分明显。截至目前，全市共有26所高职和134所中职，有2所国家级示范性高等职业技术学院，54所国家级、省部级重点中等职业学校，34所国家级、市级半工半读试点校，33个市级技能型紧缺人才培养实训基地，基本形成了具有天津特色的高标准现代化职业教育体系。
各位来宾，天津是中国北方最大的沿海开放城市。近年来，天津现代化建设步伐明显加快，城市综合竞争力显著提升。特别是中央把滨海新区开发开放纳入国家总体发展战略布局，给天津经济社会发展带来了千载难逢的历史性机遇。胡锦涛总书记去年底来津考察时提出了“两个走在全国前列”、“一个排头兵”的重要要求，市委九届三次全会提出要
抓住难得的历史性机遇，进一步加快滨海新区开发开放，实现科学发展和谐发展率先发展，把天津建设成为国际港口城市、北方经济中心和生态城市。这对天津教育工作提出了新的更高要求。
这些年，天津区域教育能力虽然保持较高发展水平，但是与科学发展观的要求相比，与教育发达地区的发展水平相比，与人民群众的新期待相比，都还存在很大差距，与滨海新区开发开放和天津城市的定位还不相适应。下一步，我们要结合全市正在组织开展的解放思想大讨论活动，下功夫查找存在的差距，着力解决深层次矛盾问题。我们要向教育发达地区学习，向国外先进理念先进经验学习，不断把天津教育推向新水平。
女士们、先生们，这次高峰论坛，为我们进一步做好职业教育工作，提供了一次难得的学习机会。我希望与会的天津代表，一定要珍惜这一大好机遇，虚心向各位专家学习请教。也希望各位来宾朋友，在津期间多走走，多看看，为天津的发展多提宝贵意见和建议。

Ladies and Gentlemen, dear friends,
Good afternoon!
This summer has witnessed the Chinese Occupational Education Reforms and Development Summit Forum, along with the enthusiasm has embraced so many experts, scholars and entrepreneurs at home and abroad. Every attendant gathering here together was encouraged COEDR .I believe that this high-level international seminar would push forward the significant improvement of Chinese Occupation Education. Here am I on behalf of Tianjin government welcome everyone attending this forum, as well as express my sincere appreciation to each leader and expert. Thanks for your cares and support about Tianjin’s education development during these years.
As a birthplace of Modern China’s Education, Tianjin enjoys her brilliant cultural background. The Haihe River and the surrounding sea have nurtured Tianjin to be an open, inclusive and multi-cultural port and make it developed. As early as in the 1960s, arisen with the Westernization Movement, Tianjin had established a number of practice workshops to teach technology and craftsmanship. Later on, a group of new style schools emerged as required, such an the TELEGRAM School and Railway School The Telegram School and Railway School The TVET in Tianjin has entered a new stage of development as well as the rapid development of economic construction since the introduction of the reform and open-up policy. For the past few years, we had firmly grasp the historic opportunity to allocate the vocational education resources optimally as well as probe into the work-integrated learning cultivation mode so as to step up a new stage.
In 2005, especially after becoming the national vocational education reform region, the TVET in Tianjin has gained improvement. So far, the whole city has possessed 26 Senior Vocational Colleges,134 Secondary Vocational Colleges, 2 national demonstrative technical secondary schools, 54 national and provincial key Vocational Schools, 34 national and municipal half-work half-study experimental schools, 33 municipal Much-needed Technicians training base, all of them construct the fundamental network of contemporary unparalleled standard vocational education with Tianjin local characteristics.
My guests, Tianjin is the largest coastal city opened to the world in Northern China. It is outstanding for Tianjin’s rapid modernization and the urban comprehensive competitiveness promotion. Especially the costal development has already been listed as one of the strategies of the “11th Five Year Plan” which brought Tianjin’s society development many one-time-only opportunities last year, President Hu Jintao proposed Tianjin should ahead in (a) implement the scientific outlook on development to forward the sound and rapid eco-social development; (b) guarantee and improve the civil livelihood in order to promote the social harmony.
In addition to staying at the cutting edge of implementing the scientific outlook on development, The Ninth Municipal Party Committee hold the plenary sessions to put forward that in order to accelerate the new coastal region exploitation and open-up as well as fulfill this two proposal, Tianjin itself must grasp the rare historic opportunity to become an international seaport city, eco-city, and northern economic center. All the requirements give higher demand to Tianjin’s education. In the past years, Tianjin’s Regional Education is enjoying buoyant growth rates, but not fulfill all the requirements proposed from the scientific concept of development, the level is still lower than the developed areas and hasn’t reached people’s expectation. All of these don’t match Binhai new area’s development and opening up and the orientation of Tianjin city..
In the near future, we will integrate with the ongoing discussion about “How to Emancipate Our Mind Movement” in order to check out the existing gap it has to focus on solving the deeply rooted problems. We should learn from other developed areas, and the abroad experiences and notions advanced for the purpose of New Tianjin’s Education.
Ladies and gentlemen, this forum provides us a gold opportunity to make our education better. I wish all the attendants cherish the chance to learn from each other. I also encourage everyone to pay a visit around Tianjin, the advices and suggestions are always welcomed.
